Randy Hillier (born 1958) is an activist and politician in Ontario, Canada. He is currently an independent MPP, but was elected as a Progressive Conservative MPP for Lanark—Frontenac—Kingston during the 2018 Ontario general election, having previously represented Lanark—Frontenac—Lennox and Addington from 2007 to 2018.[1]
Hillier is a licensed construction electrician with a diploma in electrical engineering technology from Algonquin College and former employee of the Canadian federal government. He lives near Perth, Ontario. Hillier was a candidate in the 2009 provincial PC leadership election and the interim leadership election in 2014.[2][3] Hillier has formerly served as the PC critic for the Attorney General, Labour, Northern Development, and Mines and Forestry in the provincial legislature.[1]
In 2003, Hillier co-founded and served as the first president of the Lanark Landowners' Association. He then assisted in creation of local landowner groups in other parts of Ontario, modelled on the Lanark Landowners. In 2006, he became the first president of the 15,000-member Ontario Landowners Association (OLA), an umbrella group for these groups.[citation needed] The OLA was formed "...to preserve and protect the rights of property owners and to enshrine property rights within the Constitution of Canada and the laws of the Province of Ontario."[4]
Under Hillier's leadership, the landowners' groups initially engaged in acts of civil disobedience, including blocking highways, barricading government offices, staging illegal deer hunts, and publicly breaking laws that the landowners regarded as unjust. This was primarily done as a tactic to draw media attention to perceived injustices, and thereby to pressure the provincial government to amend the laws or at least enforce them in a manner less injurious to the interests of rural landowners.[citation needed]
Hillier has explained the illegal actions of the landowners as follows:
I believe in non-violent civil disobedience. I believe when a law or rule is blatantly wrong it is a part of our democratic process to challenge that law. At times civil disobedience is used to illustrate and further bring attention to the absurdity.[5]
In 2007, when he was seeking election to the provincial legislature, Hillier was challenged to justify his participation four years earlier in an illegal deer hunt. He responded by stating,
I sent [Ontario Premier Dalton McGuinty an email containing] a picture of a dead deer saying the people of Lanark County were removing nuisance deer because the Liberal government had revoked those licences [for farmers to shoot deer that were eating their crops]. I did it four years ago... and I would do it again because I will not stand for injustice and I will not stand for farmers to be put into bankruptcy.[6]
As well as acts of civil disobedience, the landowners conducted demonstrations at Queen's Park and Parliament Hill. Hillier's ability to attract media notice through the use of attention-grabbing rhetoric and tactics prompted one television commentator to describe him as "Don Cherry in plaid and rubber boots."[7] On one occasion in 2006, Hillier was arrested and detained (but not charged) for trespassing during a protest at a water quality meeting in Cornwall.[citation needed]
After the creation of the OLA in 2006, acts of civil disobedience were replaced by attempts to influence the political system by more traditional means. Landowner-endorsed candidates ran for municipal office in many rural municipalities in the 2006 Ontario municipal elections. Hillier and other members of the OLA began to appear as witnesses before parliamentary hearings into issues affecting rural areas.[a]
Hillier is the author of numerous editorials on a wide range of policy issues. Between 2003 and 2010, he contributed 11 articles to Le Québécois Libre, a bilingual libertarian online journal that was published in Montreal until 2010.[8]
Beginning in 2006, Hillier was co-publisher and co-editor of the OLA's official organ, The Landowner magazine (known since September 2019 as Landowner Voices) which is published bi-monthly. Hillier used to publish an editorial in each issue of The Landowner.[citation needed]

SUBJECT: Ohio Devaluing 278,000 Black Students by Lowering Academic Expectations/Goals from 77 to 63.4 for Black Students and Increasing White Academic Expectations/Goals up to 86.3 from 77.
Dear Board Member Johnson,
It has come to our attention that you supported the State Superintendent and State Board’s Lowering Academic Expectations / Goals to 63.4 in 2018, for Black African Descendant students in the State of Ohio – down from 77 in 2017. Our understanding is that this was done so that it would be easier for teachers, administrators, Schools and Districts to meet theirGAP Closing measure on the State test.
According to NAACP President George Freeman, Jr., Youngstown/Mahoning County, you also stated, to members of the Youngstown School Board, Saturday, November 15, 2020, that “ it is unrealistic to have the same requirements for black students and white; expectations that Black students can’t reach.”
President Freeman also indicated you sent him an email stating the following “do you want the same expectations set for all students in a State in which funding is determined by property values? This is unfair.”
63.4 is the lowest “State” Academic Expectations/Goals For Any Racial Group In The Last 22 Years
If the above is your position and the statements attributed to you are true, please respond to the following questions:
1) Do You Support Inferior Academic Expectations/Goals for Black Students and Superior Academic Expectations for White Students?
2) Do you believe, as a Black Educator of 40 years, that the White Supremacist is correct – when they state that Black students are Academically Inferior and cannot compete with White students?
3) Do you Believe the U.S. Supreme Court was wrong when it called upon all states, who provide the opportunity of an education, “must do so on Equal Terms?
4) Do you believe Racial Academic Segregation in Integrated Schools should be codified in law?
5) Do you believe the U. S. Congress and President were wrong to pass Title VI of the 1964 Civil Rights Act – which prevents Federal Funds from being used to deny someone their Equal 14th Amendments Rights on the basis of Race?
6) Do you believe it would be legal for any teacher to tell a student, I expect less of you because you are Black?
7) What would you tell a Black Parent if their White or Black Teacher told them they have Inferior Academic Expectations/Goals for their child because they are Black and behind?
8) What would a White/Black Coach tell her/his Black Players, in the Fourth Quarter, if they were behind – would they say, I do not expect you to win because you are Black?
9) Do you know the historical reasons why Black Children are behind in the Free State of Ohio?
10) Are you aware that Free Public Education, based on property taxes, was started by the State Legislature for White students in 1825 and there was NO Free Public Education for Black Students until 1831?
Contextually, this legislated 6-year GAP was intentional, legal, and based on the Black Codes legislated in 1804 and 1807. There has been no remedy for the harm caused by the State in the past or present. The GAP remains and violates Brown v. Board and Title VI of the 1964 Civil Rights Act.
